Moving to South Carolina: What Newcomers Should Know From the Upstate to the Lowcountry

South Carolina is a short drive from our Metro Atlanta base and one of the states we move people to most. Here is what to know about the weather, the regions, taxes, paperwork, and moving day.

Quick answer

Moving to South Carolina means hot, humid summers, mild winters, and a choice between the Upstate around Greenville, the Midlands around Columbia, and the Lowcountry and coast around Charleston and Myrtle Beach. Fall and spring are the easiest times to move. On the coast, plan around hurricane season from June through November.

South Carolina weather and the best time to move to South Carolina

South Carolina is home to more than 5.3 million people, according to U.S. Census Bureau estimates. For many newcomers, the weather is a big part of the draw.

NOAA's state climate summary describes a humid climate with hot summers and mild winters. July averages run from about 76 degrees in the northwest to about 82 in the Midlands and the Lowcountry. Atlantic hurricane season runs from June 1 to November 30, and activity typically peaks around mid-September.

For scheduling a move:

  • Fall. The best time to move to South Carolina once the heat breaks, though coastal moves should watch the tropics through November
  • Spring. Mild and green, with heavy pollen and the occasional thunderstorm
  • Winter. Usually easy, and mover calendars are open
  • Summer. The busiest and most humid season. Early starts, shade, and water are the rule, especially in the Lowcountry

For coastal moves in storm season, read moving during hurricane season.

Where people moving to South Carolina settle

South Carolina runs from the Blue Ridge foothills to the Atlantic, and locals name the regions accordingly.

  • The Upstate. Greenville, Spartanburg, and Anderson, in the Piedmont near the mountains. A growing region with a lively downtown Greenville
  • The Midlands. Columbia, the state capital, in the middle of the state
  • The Lowcountry. Charleston, Mount Pleasant, Summerville, Beaufort, Bluffton, and Hilton Head. Marshes, history, and some of the highest housing costs in the state
  • The Grand Strand and Pee Dee. Myrtle Beach and the coast north of Georgetown, plus Florence inland
  • The Charlotte suburbs. Rock Hill and Fort Mill sit just across the line from Charlotte, North Carolina

South Carolina cost of living and tax basics

South Carolina cost of living depends heavily on how close you are to the water. Charleston, Mount Pleasant, and Hilton Head cost far more than the Upstate, the Midlands, or the Pee Dee.

  • Income tax. Graduated rates. The top rate is 6 percent for the 2025 tax year, down from 6.2 percent, under the state budget law
  • Sales tax. The state rate is 6 percent. Local taxes of up to 3 percent can be added, according to the Tax Foundation, so combined rates run from 6 to 9 percent
  • Property tax. Set locally. If you buy a home to live in, ask the county assessor how to apply for the owner-occupied assessment
  • Vehicles. You pay county property tax on a vehicle before you can register it. The SCDMV also charges a one-time $250 infrastructure maintenance fee for each vehicle you bring from another state
  • Insurance. Near the coast, wind and flood coverage can be separate policies. Get quotes for the exact address

This is general information, not tax advice. Confirm current rates with the South Carolina Department of Revenue and talk with a CPA about your situation.

South Carolina driver license and registration for new residents

According to the South Carolina Department of Motor Vehicles (SCDMV), new residents have 45 days to get a South Carolina license and 45 days to transfer vehicle registration. The vehicle process has an extra stop that surprises people.

  1. Insure your vehicles in South Carolina. You need coverage from a company licensed in the state
  2. Get your license. Visit an SCDMV branch with proof of identity, your Social Security number, proof of South Carolina residency, and your current license, which you surrender. Expect a vision test
  3. Pay the county first. Get a property tax bill from the county auditor, pay it to the county treasurer, and bring the original paid receipt to the SCDMV
  4. Title and register. Bring a title application, your out-of-state title or registration, ID, the tax receipt, insurance information, and the $250 infrastructure maintenance fee

Deadlines, fees, and document rules change. For any South Carolina driver license new resident question, check the SCDMV website and your county auditor's office before you go.

What moving day in South Carolina is really like

  • Heat and humidity. From late May through September, crews start early. Keep candles, electronics, artwork, and instruments out of a closed truck and a hot garage
  • Historic Charleston. Narrow one-way streets, tight parking, low tree limbs, and old houses with steep stairs and small doorways. A large truck may not fit the block, and a smaller shuttle truck may be needed. Ask the city about a parking permit for move day
  • Tides and rain. Low streets on the Charleston peninsula can flood at high tide or in a downpour. Check the tide chart when you pick a time
  • Beach houses. Homes raised on pilings mean long stair carries. Elevators, if present, are usually small
  • Gated communities. Hilton Head, Bluffton, and many Grand Strand communities require gate passes, limit truck size, or restrict move hours
  • Storm season. A tropical system can shift dates by days. Keep documents and medications with you
  • Upstate hills. Lake and foothill homes can have steep or gravel driveways. Send photos ahead
